Who’s on the ballot in Virginia Beach in the November 2024 elections

VIRGINIA BEACH — Several City Council seats including the mayor will be on the ballot in the General Election Nov. 5. Residents will also cast a vote for sheriff and School Board.

Both City Council and School Board (except for the at-large seat) are district-based meaning residents will only be able to vote for a candidate running in their district. All residents will be able to vote for the mayor and sheriff. The person with the most votes will win no matter how many candidates are running.

City Council members are elected for 4-year terms on a staggered basis.

Councilman Chris Taylor, who represents District 8, is running for mayor. To do so, he had to resign before the end of his council term. A special election will be held for District 8.

The six candidates running for mayor are incumbent Bobby Dyer, Richard W. Kowalewitch, John Darrell Moss, Cheryl B. Turpin and Sabrina Devon Wooten.

Five City Council seats will be up for election. In District 1, incumbent David W. Hutcheson faces Ryan T. Gilliam. In District 3, incumbent Michael Berlucchi is being challenged by Christina Miriam Felder and Cleon Jones. In District 5, incumbent Rosemary A. Wilson will face L. G. Shaw III. In District 7, which Wooten currently holds but is not running for, Calvern Franklin Jackson-Green, Jr. and Mabinty Saffie Scott are running.

In the District 8 special election, candidates have until Aug. 16 to file.

In the special election for sheriff, incumbent Rocky D. Holcomb III, who was appointed by council last year, faces Aldo J. Dibelardino.

For the School Board races the candidates are:

  • At Large: Monty Gerald Ashliman, Jr. and Sharon Ruth Felton
  • District 1: Rose Marie Dwyer, Jennifer Sue Franklin (incumbent), Kelly Convirs-Fowler
  • District 3: Mark Douglas Bohenstiel and John Fredrick Sutton, III
  • District 4 special election (candidates have until Aug. 16 to file): Anissa M. Bowden, Alveta J. Green, and Shannon L. Kendrick (interim)
  • District 5: Melinda Josa Rogers and Vincent Earl Smith
  • District 7: Noah William Moreland and Matthew Warren Cummings
